Rope sandals?

I was walking through the bookstore, Fiction section to be exact. When I ran into a boy about my age, 16, with black eyelenth unkempt hair, khakis, and a white hoodie. He wore rope sandals! I%26#039;ve never seen them before. It was interesting. Is it a culture thing?
